Rachel Sandby-Thomas

Rachel Sandby-Thomas is Registrar of Warwick University.

Rachel previously acted as shadow Chief Executive for the newly formed Institute for Apprenticeships. Prior to that she spent 8 years as Director General for Skills, Deregulation and Local Growth at the Department for Business, Innovation and Skills. Rachel was responsible for advising Ministers and policy design and delivery in relation to: making the UK a great place to start and grow a small business; improving vocational education and skills, including apprenticeships; reducing regulatory burdens on business through better regulation; and the provision of high-quality legal advice.

She joined the Government Legal Service in 1993 from the City, where she worked as a solicitor with Linklaters. She has advised a range of organisations including HM Treasury, Cabinet Office, the Attorney General’s Office, and Medicines and Healthcare products Regulatory Agency (MHRA).
